Gdańsk FSRU Technical Advisory Services

The FSRU terminal in Gdańsk is a strategic energy investment for Poland and EU, aimed at enhancing gas supply security. The project involves the construction of a floating LNG terminal in the Gulf of Gdańsk, enabling the import, regasification, and transmission of liquefied natural gas into the national grid. SEA Global is involved in the project as a technical advisor for the FSRU and the terminal. Engineering support for the project was delivered through a coordinated effort involving the SEA office in Perth, as well as regional SEA teams based in Poland and Copenhagen.

SEA Global operates as a technical advisor for the floating LNG terminal infrastructure.

The technical responsibilities include design supervision over the FEED and detailed design phases for the FSRU, jetty, and terminal systems, combined with multidisciplinary reviews of safety, quality, and permit deliverables. The work also covers organizing and participating in risk reviews (HAZID, HAZOP), providing ongoing general technical guidance, and delivering procurement support through writing technical specifications, Scope of Work (SOW), and Terms of Reference (TOR). Finally, the scope spans managing capital and operational expenditure estimates, supervising offshore survey operations, assisting with project management frameworks, compiling commissioning schedules, and reviewing legal/insurance requirements for the EPC offshore contract.

Scope of work

Design Supervision

Provided technical oversight of FEED and detailed design phases for FSRU, jetty and terminal infrastructure.

Technical Documentation Review

Assessed and reviewed technical deliverables across all disciplines also including safety and quality documentation, and permit applications.

Risk-Based Design Participation

Support to design reviews including HAZID, HAZOP, and other risk-based assessments.

General Technical Support

Client support in stakeholder meetings and provided prompt, ad hoc technical guidance across project disciplines.

Procurement Support

Supported tender processes through preparation and review of technical specs, SOWs, and TORs, technical clarifications, and tender reviews.

CAPEX/OPEX Review

Supported the preparation and review of capital and operational expenditure estimates.

Survey Support

Assisted in the planning, supervision, and acceptance of survey activities, including review of documentation, vessel arrangements, and acquired data.

Project Management Support

Assisted in the development of key project documents, contributed to lessons learned, and verified procurement and HSE/quality.

Commissioning Preparation

Provided input into commissioning phase planning including procedures, schedules, and operational philosophy.

EPC Offshore Contract Support

Provided comprehensive support in reviewing technical specifications, Scope of Work (SOW), Terms of Reference (TOR), and insurance requirements for the EPC offshore contract.
